Joe has been a PwC Director for over 10 years, and is a Subject Matter Expert in public sector financial management, budget, grants and performance management.   He retired from the Federal government in 2004 as the Deputy Comptroller for Federal financial management at the Office of Management and Budget.  Previously, he served as CFO and Budget Director of the National Science Foundation and the Civil  Aeronautics Board, and started his career with Arthur Andersen & Co.  He was a member of the Federal Senior Executive Service [SES] for 20 years.

He has testified before Congress, has been an adjunct faculty member for over 20 years, and was a member of the Financial Accounting Standards Advisory Board [FASAB] and the Joint Financial Management Improvement program.  He has an MBA, and is a CPA, CGFM and CGMA.

Joe chaired the XBRL Public Sector Adoption Group, was a member of the XBRL.US Communications Steering Committee, and has published several articles and research papers related to the use of XBRL in the public sector.
